Fairness In Confederation, Fiscal Imbalance: Driving Ontario to “Have-Not” Status

    This Phase 1 report assesses the nature of the problem represented by the fiscal deficit Ontario is experiencing in relation to the rest of Canada. It concludes that Ontario’s fiscal deficit, characterized by Ontario Premier Dalton McGuinty and others as the “23-billion gap”, is indeed a serious problem for all Canadians and must be addressed.

    The report finds that the very principles of Equalization and other federal programs are being threatened by inherent flaws contained in the system. Solutions to amend and strengthen such programs will be the subject of Phase 2 of the study, released in 2005.
